There was one area of the pan that had rusted through…otherwise the pan is in reasonable shape for a 47 year old VW.  The small area that rusted through was in the area under the jump seat on the drivers side.  That area was cleaned up with a wire brush and the area painted with Eastwood’s rust encapsulator,  The the area was reinforced with fiber glass and finally painted.

The area under the drivers seat had some surface rust
but otherwise was structurally sound.  It was cleaned
up and treated with rust encapsulator and the area in the 
back was fiber glassed to close the gaps and strengthen
the area.

The rest of the floor pan had some areas where there was some surface rust starting to form. These areas were cleaned up with a wire brush and treated with the rust encapsulator followed by paint.
